I'm sure (that) обозначает высокую степень уверенности, оставляя, однако, возможность того, что высказанное мнение может не подтвердиться, в отличие от I'm certain, которое выражает абсолютную уверенность в справедливости утверждения, основанную на реальном знании фактов и обстоятельств, возможно, неизвестных собеседнику.
